The "poor" celebrity posted a photo showing her new brand dress and she didn't see the memes coming. Instead of people and fans compliment her on her outfit, they made fun of the dress in very creative ways.
Katy Perry's post was so viral that it was spread all over Facebook. It was so viral that each comment from the high notch ones got at least 7k likes/reactions and that's a lot in terms of Facebook reactions.
Katy published the photo with a caption "💘 @balmain 💘" as a way to promote the fashion company that she had this dress from. That's a usual gesture from celebrities to do but the company got backlashed for the poor design of the outfit.
